The StepSim scenario method

AI can produce the answer. The human must still own the decision.

StepSim separates the process of reaching and revising a decision from the type of harm or loss at stake. Trainers get a common design language across sectors without reducing different workplaces to one generic score.

Foundational thesis

Information and answer production are abundant. Human accountability cannot be outsourced.

Education and training can no longer be defined mainly by transferring information and testing its reproduction. The scarce work is deciding which problems matter, recognising when evidence is insufficient, reconciling competing interests, communicating uncertainty, changing position when facts change and taking responsibility for consequences.

Judgment-first design

The answer is the starting condition, not the finish line.

A StepSim scenario is not a content course, knowledge quiz, prompt exercise or polished-answer checker.

AI is useful

The tool contributes real value.

The AI output should be relevant and plausible. The exercise is not built around an obvious hallucination that makes the learner look clever for spotting it.

The situation is incomplete

More than one posture remains defensible.

Intent, authority, significance, proportionality, obligation or competing interests still require human judgment.

The decision is accountable

The learner must commit usable work.

The decision and artifact have a named audience, explicit boundaries, visible trade-offs and an owner for what happens next.

Five universal judgment dimensions

A complete, observable decision lifecycle.

Every complete scenario elicits these parts of the process. Scaffolding and scenario version stay visible because a prompted response is not equivalent to an independent one.

Consequences and context

Make the stakes specific without scoring every risk label.

Each scenario declares one primary consequence family and, only when strongly elicited, one secondary family. Contextual qualifiers explain why the obligation is heightened or how harm may propagate.

People

Safety and welfare

Physical, psychological, or material harm to people.

Resources

Financial and fiduciary loss

Monetary loss, fraud, misallocation, liability, or failure to protect entrusted resources.

Operations

Service continuity

Disruption of critical work, production, supply, service, or recovery capability.

Information

Privacy and information harm

Unauthorised access, disclosure, alteration, loss, or misuse and its effect on people.

Confidence

Trust and legitimacy

Loss of commercial relationship trust, reputation, public mandate, or institutional legitimacy.

Systems

Environment and community

Ecological, cultural, heritage, liveability, or distributed community-system harm.

Duty of care, public accountability, dependency and cascade, and binding legal or contractual constraints are contextual qualifiers. AI, cyber, vendor, deadline, and industry are mechanisms or tags, not additional consequence scores.

Human review standard

What a trainer, manager or subject-matter expert can examine.

  • What decision the learner framed.
  • What the evidence supported and did not support.
  • Which alternatives and human interests were considered.
  • What responsibility could not be delegated.
  • What was decided, communicated and owned.
  • What changed after new evidence.
  • Whether the work product is usable by the accountable next person.
Observable, not inferred

The trace is descriptive evidence.

StepSim can retain explicit actions, evidence used, decisions, rationale, artifact versions and handoff. It does not need to infer personality, hidden reasoning or general competence.

StepSim touches all four dimensions. Its most direct contribution is making Learning With AI and Learning Beyond AI observable through consequential work, source inspection, judgment, explanation, revision and responsible action.

Exercise judgment, ethics, empathy, authority and accountability that an institution cannot abdicate to a tool.

StepSim is designed in alignment with this direction. It is not MOE-certified, accredited or endorsed, and the Four Learns framing should not be described broadly as the Singapore curriculum.

Evidence and claim ladder

Report each layer separately.

A polished simulation can support a practice claim. Stronger claims require stronger evidence.

Designed practice

What happened in the scenario.

Completion, explicit actions, evidence use, decision, work product, revision and participant reaction can describe the controlled experience.

Transfer and development

What changed across situations.

Capability improvement needs governed evidence across attempts or conditions. Workplace transfer needs a delayed fresh case, manager observation or appropriate workplace artifact review.

Organisational impact

What changed in the system.

Risk reduction, productivity, fewer escalations or business impact need baseline and follow-up data, appropriate attribution and organisational approval.

Until the relevant evidence exists, StepSim uses language such as practises, rehearses and produces observable scenario evidence. One Practice Mode simulation does not automatically establish general competence, workplace transfer or business impact.
